I find no desktop file with "X-DocPath=kdesvn-build/index.html" so the documentation is not accessible via khelpcenter (Applications->Development seems to be an appropriate place). It is a script, so no gui with a help button. The only way to display it, is to enter "help:/kdesvn-build/index.html" in konqueror or krunner. But I suppose, no one from the target audience will know that. -- Burkhard L?ck
