a) You can use this page:
http://l10n.kde.org/stats/gui/trunk-kde4/po/
b) It will save a lot of time if you leave this question for your
translators. ;)
Just use packaging scripts and package the translations with the coverage
that is good for your project (it is up to you to determine the
percentage).
