It is not about icon loading, so no. Installing icons in the right places is a good generic task that everybody[tm] needs. There is also nothing about KDE's icon scheme in it, except maybe the two words crystal and oxygen. The rest is (supposedly) adhering to the icon naming spec. including the word hicolor.
