No. Window decorations are in fact shared libraries which do need to be 
compiled specifically for the platform they should be used on.

As mentioned by Phil, the kdeartwork package (or x11/kdeartwork3 port) 
provides a lot of extra styles, window decorations and other goodies, and 
there are also packages/ports of the popular baghira and qinx 
styles/decorations available.
