No, the requirements page has outdated information. As of KDE 3.4.0, libntlm 
is no longer necessary for NTLM/NTLMv2 support, all required code is included 
in kdelibs directly and all configure checks for libntlm have been removed.

NTLM support is provided through kio_http (/usr/local/lib/kde3/kio_http.so), 
which does link to libkntlm.

However, I have no idea how NTLM authentication in KDE is supposed to work 
(actually I don't know the first thing about NTLM at all), so I can't help 
you debugging your actual problem - if nobody else on the list does, I 
suggest asking on one of the general KDE support mailing lists or filing a 
bug at http://bugs.kde.org if appropriate.
