It seems that your PACKAGESITE points to incorrect URL.

You should set it to
ftp://<your_favourite_mirror>/pub/FreeBSD/ports/i386/<packages_directory>/Latest/

I.e. I'm from Lithuania (.lt), I'm using 5.4, so my
PACKAGESITE=ftp://ftp.lt.freebsd.org/pub/FreeBSD/ports/i386/packages-5-stable/Latest/
