It looks like one, but this isn't the best place to report it to - kde@
does maintain neither the digikam nor kipi-plugins ports, and even the
actual listed maintainer is not really involved in their development (as
far as I know).
Try filing a bug report against digikam or kipiplugins/galleryexport at
http://bugs.kde.org
