libkdeinit_cupsdconf.so was installed in the /usr/local/lib directory and the 
cupsdconf.so was installed in the /usr/local/lib/kde3 directory. But the 
cupsdconf.so does not have the "restartServer" symbol defined, only the 
libkdeinit_cupsdconf.so has. 

I've set WITH_CUPS=yes and CUPS_OVERWRITE_BASE=yes in my /etc/make.conf file. 
I can't find something like "WITHOUT_CUPS=yes".
