SVN commit 12836 by tcberner:
Instead of linking in ${LOCALBASE}/lib/libkonq.so to the build directory and
hoping for the best, just use USES=localbase, so that the linker can get it
on its own.
While here, also remove the commented dependency on the applications.
These should go to x11/kde4 instead.
