The comments about "oh why is it taking so long" are not helpful.

There will be no consumer deprecations unless such consumer is actually old and
broken and unmaintained. There are a number of actively maintained upstream
projects that are not particularly great at keeping up with Python packaging
changes. News simply does not travel very fast in the greater Python ecosystem.

Without something laid out in comment 99, the list of affected ports cannot be
known in advance, and thus cannot notify individual maintainers until it
happens. Some of this effort has to be maintainers being proactive instead of
complaining about why this is taking so long, when preliminary steps have been
laid out.
