I'm not sure if create an application is a good idea, that will require users to install an Android application only for synchronize with KDE which is not ideal :/
Is it possible to do this without having to do that? how Samsung/Htc/Others applications do it? with custom software as well? About synchronizing music/files, there is already one guy working on the needed software to do that, so the GSoC should not include that part. Also, can you tell us a little bit about you? have you done any app in C++/Qt before?
