Under Linux, I do $ ./kdesrc-build frameworks, and I get what I want.
This should be more explicit in the wiki documentation.
Every time I try to invest time into building Kate on Windows, I finally am
stuck after some hours. This is frustrating on the one side, and a complete
waste of time :-(
Please enlighten me someone...

Not sure i know what you're asking, but I found if you get KDE for Windows, you
will have the option to install Kate, as well as
Find Files and Card Games without actually installing the KDE desktop. You'll
still have the Windows desktop. If you are
trying to avoid Windows 8/8.1 desktop, you can get Legacy Shell (freebie) and
make the desktop look and act like Windows 7 or
Windows XP.
