Nevermind. I found a solution.

I hooked up my old hard drive, 
moved the entire contents of C:\ProgramData\KDE to another folder, and 
then copied the contents of that folder from my old hard drive (which 
was v4.8) to the one I just emptied.

I can thank my lucky stars that the KDEwin install is so self-contained.
