SUMMARY
The clang free compiler is available for windows as prebuilt-binaries in:
http://releases.llvm.org/download.html
And it uses much less disk space than any (free to test) Visual Studio.
Craft can only use (from the setup):

[0] Mingw-w64, [1] Microsoft Visual Studio 2017, [2] Microsoft Visual Studio
