The latest svn packaging information is available there:
http://svn.mandriva.com/cgi-bin/viewvc.cgi/packages/cooker/kdenlive/

(you can see 0.7.1 is in).

Funda Wang is one packager at Mandriva, but we are three or four working 
on the packaging.

The rest is more about policy than anything else, Mandriva tries to ship 
a working version when the release is coming, so we take the svn 
snapshot or the release available at that time, but most of the time in 
the developpment tree (cooker), we try to be as close as possible as the 
upstream package.
