But look at the amount of kmail bugs and you see, that there is just a very small chance that it gets fixed. But if you can find out what is the great difference between your old kmailrc and the working one, that results in the unwanted behaviour - a developer can probably quickly use your work to fix the problem. That's the thing about free software.
