It is strongly recommended to use KWallet for managing your passwords. However, the password can be stored in the configuration file instead. The password is stored in an obfuscated format, but should not be considered secure from decryption efforts if access to the configuration file is obtained. Do you want to store the password for server 'smtp.gmail.com' in the configuration file?" If you choose to save to configuration file then Kmail doesn't seem to be able to use that either, and emails are stuck in outbox. My workaround is not to store the smtp password at all, but rather enter it every time I send an email. I don't know about POP accounts since I'm using IMAP, and Kmail seems to be able to access the account's password.
