Then thanks for the update. I just compiled current 4.7 branch again, but the issue is still there. To me it seems that the problem is: It is not possible to drag a folder and then drop it between two other folders to rearrange it. You just can move folders into other folders. Now what happened to me while testing a minute ago is: I wanted to rearrange the INBOX and accidentally dropped it into the Drafts folder.
