In 2016 someone requested a feature: "qualifying-suffix" should be
available per subnet, not just gobally.

In 2017 the feature request appeared again:

In 2018 someone opened a ticket
https://gitlab.isc.org/isc-projects/kea/-/issues/314
which was closed by the assignee "believing" it was already implemented
after getting no answer from some else, who left the group about one
month before -
I believe the C in ISC stands for church, since a normal developer would
not close a ticket before a successful test in his environment.

Hello:

As of Kea 1.7.1, all of the DDNS behavioral parameters were extracted 
from with dhcp-ddns element, to stand-alone parameters, prefixed with 
"ddns-" that may be set at the global, shared-network, and subnet levels:

 ??? Rather than within the 'dhcp-ddns' section, DDNS behavioral
