I switched to kea-dhcp4 and it fixed it. I've since done a distro upgrade and it's gone flaky again. No issues here. No bootp as far as I know, and any historical unreliability has been signal-related. Happy to replicate any tests (dhcpdump etc.) on my sort-of-working environment.
