Chennai Petroleum Corporation Ltd (CPCL), a group company of Indian Oil Corporation (IOC), has initiated the process for setting up a 15-million tonne grassroot refinery-cum-petrochemical complex at Ennore, near Chennai.
The company has plans to expand its refinery capacity, upgrade quality of auto fuel to Euro-III and IV standards, to produce distillates from refinery residues and to lay 1.45 million tonne-capacity product pipeline from Chennai to Bangalore. Indian Oil group companies chairman Sarthak Behuria told the 42nd AGM of the company here on Monday that the company after a joint survey with the Tamil Industrial Development Corporation Ltd has identified 3300 acres of land at Ennore for the proposed complex. ''Prior to the acquisition of this land, the company is pursuing the ministry of environment and forests and the Tamil Pollution Control Board regarding the acceptability of the identified location from the environmental angle,'' he said. Engineers India has already done preliminary feasibility studies for the project. Another major proposal under the consideration of the company was the residue upgradation project to improve the distillates yields of Manali refinery at an estimated cost of Rs 3,500 crore, the chairman said. ''Pre-project activities like selection of process licensors, preparation of process packages for the major process units etc. are in progress.'' He said the process package for the 'Delayed Coker Unit' has been completed. Detailed feasibility report for the project would be ready next year and with the approval of the board it was expected to be completed by the end of 2011. Behuria said a seawater desalination plant of 5.8 million gallon daily capacity at an estimated cost of Rs 231.34 crore was in advanced stage of implementation. The capacity augmentation of the Manali refinery from three million tonne to four million tonne was scheduled for completion in 2009 at an estimated cost of Rs 200 crore.
