I. Programmatic and Organizational Context
UNDP is assisting the Government of Indonesia in strengthening
adherence to human rights standards and reforming the legal and justice sector as they are widely recognized as one of the conditions for sustainable human development. Access to justice is at the center of institutional reform, enhancing democratic governance and the functioning of the rule of law in Indonesia since it creates the conditions that enable individuals to resolve legitimate grievances quickly and effectively and under law, rather than arbitrary or discriminatory exercise of discretion. The Human Rights, Legal and Justice Sector Reform Program is currently in the final stage of developing the Program Strategies, has one ongoing project and three in preparatory stage.
Under the guidance and direct supervision of the Human Rights, Legal and Justice Sector Reform Program Manager, the Program Officer is responsible for the management of projects under the Human Rights, Legal and Justice Sector Reform Program. The Program
Officer works in close collaboration with the operations, program and project teams to ensure that the activities of the projects are in line with the project plan and budget.
The Program Officer assists in analyzing trends related to Human Rights, Legal and Justice Sector reform, formulates, manages and evaluates project activities within his/her portfolio, and provides policy advice services. He or she is in charge of the financial management elements of the projects.
II. Functions/Key Results Expected
· Administration and implementation of Human Rights, Legal and Justice Sector Reform Program strategies, processes and procedures.
· Support to management of the Human Rights, Legal and Justice Sector Reform Program.
·
Administrative support to the Human Rights, Legal and Justice Sector Program
· Support the creation of strategic partnerships and implementation of the resource mobilization strategy
· Facilitation of knowledge building and knowledge sharing.
1. Ensure administration and implementation of Human Rights, Legal and Justice Sector Reform Program strategies, processes and procedures focusing on achievement of the following results:
a. Presentation of thoroughly researched information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.
b. Presentation of
information/reports for identification of areas of support and interventions.
c. Implementation of the Country Office partnerships and resources mobilization strategies, preparation of reports.
2. Provides effective support to management of the Human Rights, Legal and Justice Sector Reform Program focusing on the achievement of the following results:
a. Presentation of thoroughly researched information for formulation of country program, preparation of project documents drafts, work plans, budgets, proposal on implementation arrangements.
b. Initiation of a project, entering and using data in ATLAS for project management purposes, preparation of required budget revisions.
c. Provision of guidance to the executing agencies on
routine implementation of projects, tracking use of financial resources.
d. Follow up on performance indicators/success criteria, targets and milestones, preparation of reports.
e. Analysis of the situation in Human Rights, Legal and Justice Sector Reform Program, identification of operational and financial problems, development of solutions.
f. Preparation and conduct of audit of NEX projects, implementation of audit recommendations.
3. Provides administrative support to the Human Rights, Legal and Justice Sector Reform Program focusing on achievement of the following results:
a. Proper control of the supporting documents for payments, review of NEX projects Financial Reports.
b.
Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in ATLAS.
c. Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match expectations, unapproved vouchers.
4. Provide support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
a. Analysis of information on donors, preparation of donors profile and database, establishment of contacts with donor counterparts.
b. Track and report on mobilized resources.
5. Ensures facilitation of knowledge building and knowledge
sharing in the Human Rights, Legal and Justice Sector Reform Program focusing on achievement of the following results:
a. Organization of trainings for the operations/project staff on the Human Rights, Legal and Justice Sector Reform Program.
b. Synthesis of lessons learned and best practices in the Human Rights, Legal and Justice Sector Reform Program.
c. Sound contributions to knowledge networks and communities of practice.
III. Impact of Results
The key results have an impact on the overall Country Office efficiency in the Human Rights, Legal and Justice Sector Reform program and success in implementation of program strategies. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided
facilitates decision making of the management.

V. Recruitment Qualifications
Education:
A degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
1. Minimum 5 years of relevant experience at the national or international level in development areas.
2. Proven experience in providing advisory services, experience in design, monitoring and
evaluation of development projects.
3. Knowledge and experience in Human Rights, Legal and Justice Sector Reform and governance issues are an advantage.
4. Experience in the usage of computers and office software packages and in handling of web-based management system.
5. Fluency in written and spoken English and Indonesian.
