International Relief and Development is a no-governmental
organization specializing in international development and
humanitarian assistance. At present, IRD is seeking a competent
person to fill in the post of WatSan Officer, please find the
details below;
Description
Position Title: Water and Sanitation Officer
Posting: Yogyakarta, Indonesia
Duration: 12 months
Reports to: Program Manager
General Description
The Watsan Officer is responsible for implementing the Water and
Sanitation component of the Jogjakarta Relief Program. The person is
responsible for conducting assessments, the day to day management of
the Watsan related activities and ensuring that activities are well
planned, of high quality, make efficient use of IRD resources and
are inclusive of IRD stakeholders.
Specific responsibilities
1. Conduct assessments to determine water and sanitation needs
of camps internally-displaced people (IDPs) and communities affected
by the Yogyakarta earthquake.
2. Manage day-to-day operations of Yogyakarta¡¦s water and
sanitation program activities spending approximately 70% of the time
in the field.
3. Co-ordinate all activities with the Program Manager to
ensure they compliment and integrate with other Yogyakarta Program
activities.
4. Develop innovative and creative ideas to meet, Yogyakarta¡¦s
immediate and long term water and sanitation needs.
5. Undertake needs assessment with communities using
participatory techniques.
6. Train local NGO partners and IRD field staff on how to
implement, monitor and evaluate water and sanitation
projects to a high standard.
7. Develop appropriate training modules for administration,
technical and maintenance workshops.
8. Facilitate and co-facilitate training activities.
9. Develop action plans with training participants and ensure
field staff follow up on these plans in the field.
10. Supervise, monitor and organize the process of the water and
sanitation program and give technical assistance where necessary.
11. Manage the local NGO partners, which will facilitate and
monitor implementation of the water and sanitation projects on a day
to day basis.
12. Facilitate meetings with local NGO partners, community
committees, and local Government to guarantee the quality and
maintenance of the water and sanitation facilities.
13. Report Immediately to Program Manager any
issues/difficulties that arise in the field, proactively try to find
solutions and make recommendations.
14. Co-ordinate with IRD Indonesia¡¦s Finance and Administration
Department to ensure that all necessary documentation (MOU¡¦s, LOU¡¦s,
Agreements, Contracts, Procurement etc) are all completed according
to IRD requirements.
15. Co-ordinate with IRD Indonesia¡¦s Finance and Administration
Department regarding logistical arrangements for program activities,
including regular meetings, trainings and workshops.
16. Work with Program Manager and IRD Indonesia¡¦s Finance and
Administration Department to set up and manage systems to monitor
field activities ensuring that they meet IRD¡¦s finance and
administration procedures.
17. Ensure that all water and sanitation activities, including
procurement are undertaken according to IRD policies and procedures.
18. Produce a detailed work plan and travel plan for Program
Manager by 25th of every month.
19. Produce monthly reports detailing progress and/or delays in
relation to work plan for Program Manager by 25th of every month.
20. Produce 3 monthly reports showing developments, impact,
lessons learned and recommendations for program.
21. Ensure that Water and Sanitation activities are well
documented.
22. Consistent with IRD¡¦s efforts to promote equal opportunities

23. Other tasks consistent with the overall scope of this
position
Required Qualifications:
X Civil Engineering or similar technical degree (relevant
experience and another university degree may substitute for degrees
mentioned).
X Minimum of 7 years experience in community development.
X Experience working in a similar position in an NGO is
preferred.
X Extensive experience of using participatory techniques.
X Strong facilitation and presentation skills.
X Excellent interpersonal skills, including patience,
diplomacy, willingness to listen and respect for colleagues.
X Ability to create a supportive working environment amongst
all staff.
X Ability to work as part of a team or individually.
X Willing to spend a significant amount of time in the field.
X Motivation, initiative and willingness to learn.
X Sound judgment, punctual and reliable.
X Open, responsible and honest.
X Working knowledge of English, both written and spoken.
