The American Red Cross helps
vulnerable people around the world to prevent, prepare for and respond to
disasters, complex humanitarian emergencies and life-threatening health
conditions. As a member of the International Federation of Red Cross and Red
Crescent Societies (IFRC) and one of more than 20 National Societies
working with PMI in Indonesia, the American Red Cross is currently implementing
its development programs in Banda Aceh, Aceh Utara, Lamno and Calang with a
liaison office in Jakarta.  

  

The work of the American Red Cross in
Indonesia is focused on 6 main areas: water and sanitation, community
infrastructure, psychosocial support, health (avian flu, community-based first
aid, social mobilization and youth red-cross), disaster management and
livelihood support. We implement our work directly, through partnership with
host national societies, UN agencies and other non-governmental organizations.  

  

The American Red Cross Tsunami
is currently seeking a Consultant for Youth Red Cross End line
Survey (1 person) to be based in Banda Aceh and Jakarta for an 35
days Professional Service Contract

Study
Objectives 

The
overall purposes of the end line survey are to: 

  

i)                    
Identify
major achievements against intended objectives of the YRC project;  

  

ii)                  
Note of any constraints and gaps in that response; and  

  

iii)                 
Identify suggestions for better response for similar situations in
the future. 

  

3.      
SCOPE
OF WORK 

The
scope of work for the consultant will include: 

  

a.       Sample Surveys:
 

Objective 

·            
Determine
knowledge, attitudes and behaviors with regard to standard and ARC-specific
indicators of program impact through appropriate surveys covering targeted
schools. To ensure that all required indicators a school survey will be
conducted. School children from the grade 3 & 5 will be surveyed to
understand their knowledge and practices related to personal hygiene and other
indicators of the program. 

  

  

b.       Geographic
Areas: 

·            
The
school survey will cover all operation areas of the SPMI-YRC program. SPMI-YRC
program is operational in 100 schools in 22 sub-districts of the districts i.e
Aceh Utara and Aceh Barat Daya. SPMI-YRC program is directly working with the
students form grade 3 & grade 5 in these schools. This includes 110 classes
of grade 3 and 116 classes of grade 5 students  

  

c.       Sampling:

We will select a random sample of children from a consolidate list of
classrooms where SPMI-YRC has been operational 

4.      
STATMENT
OF WORK 

The
end line survey team will conduct an end line survey including detailed
sampling procedure, plan for data analysis. Data collection instruments, time
frame and work plan. The survey protocols will ensure that the data collected
will be unbiased and comparable with the end line data.  Consultants must
adhere to all relevant policies and procedures of the ARC and ethical
guidelines. Survey team will undertake following tasks. 

  

1)          Develop the end
line survey protocols including detailed sampling procedure, plan for data
analysis. Data collection instruments, time frame and work plan. The survey
protocols will ensure that the data collected will be unbiased and comparable
with the end line data.  

·         
Develop
a set of individually administered surveys targeting relevant groups of
interest as defined by the project logframe and the base line to include in
study design and sampling plans in close collaboration with the ARC country
team and technical advisor;  

·         
Develop
structured, aggregated assessment processes to detect progress against
indicators among household members, workers of the wet market, and the school
children ; 

·         
Collaborate
with ARC to design survey methodology and quantitative end line assessment
instruments for the collection of information related to this end line survey; 

·         
Seek
approval from ARC on survey design, methodology and any instruments to be used
during the survey.  

2)          Directly
supervise the enumerators, field supervisors  

3)          Conduct pilot
testing of data collection instrumentation and, where necessary, work with the
country team and the technical advisor to make the minor modification of the
survey instruments based on results of pilot testing, if required; 

4)          As per the ARC
guidelines, design and facilitate a workshop (or series of workshops) to train
enumerators to carry out data collection associated with the end line in
targeted groups; 

5)          Supervise
implementation of the end line survey in target areas in accordance with
approved sampling plan; 

6)          As part of the
supervision process, conduct spot quality-assurance checks to ensure adequate
performance of enumerator involved in data collection as per the
guidelines/checklis t provided by the ARC; 

7)          Develop
appropriate entry program in MS Access and any other relevant software (NOT
EXCEL) for data entry and perform random checks to ensure the quality of the
entered data.  

8)          Undertake a
detailed analysis of the data collected and provide descriptive statistics for
all variables and inferential statistics for planned comparisons included in
the data analysis plan; 

9)          Produce a
statistical report of the above (with sufficient narrative content to
facilitate understanding and utilization by those with limited statistical
background) and provide draft to ARC country team and technical advisor for
review and comment;  

10)       Conduct any
supplemental analyses based on feedback from ARC country team and technical
advisor and include results in final statistical report. 

11)       Adhere to all
relevant policies and procedures of the ARC. 

  

  

Job Qualifications: 

·           
Masters
degree preferred, or equivalent combination of education and relevant work
experience; 

·           
At
least five years of direct full-time experience in the monitoring and
evaluation field with at least five years experience designing and implementing
household surveys; 

·           
Experience
in all aspects of household survey management to include: training and
management of enumerators, instrument design, validity testing, pilot testing,
quantitative analysis, etc.; 

·           
Experience
in qualitative data collection and data analysis techniques (especially in the
design of coding schemes); 

·           
Experience
of working with children 

·           
Proven
ability to train, supervise, and support local staff; 

·           
Strong
organizational skills; 

·           
Strong
computer skills in the areas of spreadsheets, word processing, database
management, and statistical analysis software; 

·           
Demonstrated
capacity to work both independently and as part of a team; 

·           
Strong
interpersonal skills; 

·           
Excellent
written and spoken English & Bahasa Indonesia required; 

·           
Working
knowledge of Achenese preferred.
