National Procurement Consultant The American Red Cross helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. As a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and one of more than 20 National Societies working with PMI in Indonesia, the American Red Cross is currently implementing its development programs in Banda Aceh, Aceh Utara, Lamno and Calang with a liaison office in Jakarta. The work of the American Red Cross in Indonesia is focused on 6 main areas: water and sanitation, community infrastructure, psychosocial support, health (avian flu, community-based first aid, social mobilization and youth red-cross), disaster management and livelihood support. We implement our work directly, through partnership with host national societies, UN agencies and other non-governmental organizations. The American Red Cross Tsunami is currently seeking a National Procurement Consultant (1 person) to be based in Banda Aceh for 3 month Professional Service Contract Duties & Responsibilities · Directly assist procurement staff with procuring diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, foodstuffs, building maintenance materials, office supplies, furniture, etc.) · Ensure all procurement actions are conducted as required by Red Cross according to Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics · Procuring goods and services at the best value, ensuring reliability of sources, monitoring and following up with vendors until final satisfactory delivery, anticipating problems and taking timely and appropriate decisions to ensure objectives are met · Advise requestors on the full range of the procurement process providing training and guidance at all stage of the procurement cycle · Prepare and oversee the preparation and distribution of invitations to tender and manage all aspects of bid/proposal evaluations · Prepare selection justifications for review and subsequent approvals · Identify potential suppliers and maintain the supplier database · Monitor adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligation · Ensure deliveries, goods received notes, waybills, equipment sign out sheets or disposition forms are completed · Assist organizing procurement documents and binders Qualifications · Minimum of (5) five years of experience in logistic and procurement, including experience in private industry and/or government or international organizations · Very good communication (spoken and written) skills, including the ability to communicate effectively with diverse audiences on procurement related matters and prepare a variety of written documents, contracts, reports, etc. in a clear, concise style · Strong analytical and negotiating skills with excellent knowledge of supply sources, market trends, pricing · Experience managing a warehouse and stock movements as well as controlling and maintaining assets a plus · Knowledge of local vendors in Banda Aceh and throughout Indonesia preferred Please submit your application and curriculum vitae in English to h...@amredcross. org, placing the job title in the subject line and label your CV with your name (CV max. 500KB size).
