One process will take 100% of a CPU (and nothing will run on the other cores). This process is usually Xorg or beam.smp, although sometimes firefox or evolution will take over. I have observed this with and without the ATI drivers. Logging out and in does not fix the problem for more than a minute or so - only a reboot seems to clear the problem.
