They can be even together. The -nographic removes any emulated graphics card. I am not sure in detail how the cloud images work, but I believe serial line as a console is always on. Depending on which release (in that case I think it is the qemu user-space) the used setup would not work even. Because -monitor stdio redicrects the monitor to stdio and the default of serial was stdio, too. So they did clash (might depend on -nographic as well).
