This problem happened only after upgrade to Ubuntu 13.10. Reloading the module btusb fixes the problem (rmmod btusb; modprobe btusb). Placing the module name btusb in the MODULES parameter on /etc/default/acpi-support does not fix the problem. I had to create a script in /etc/pm/sleep.d/ to make the module reload successfully.
