Oh, one other note. I was concerned about the external Internet dependencies (ddebs.ubuntu.com and keyserver.ubuntu.com), but following a discussion with jibel in #ubuntu-quality, we accepted that these specific ones are OK. I see ddebs.ubuntu.com as an extension of test dependencies, and Jean-Baptiste pointed out that keyserver.ubuntu.com is already used by tests that require PPAs.
