First, I am surprised and pleased that ASRock is still issuing firmware updates for such an old motherboard. There was an update issued weeks before I opened this bug report.
Firmware updated from 2.50 to 2.60. The stated fix in the firmware update has nothing to do with this bug - but the stated improvements are often wildly incomplete. $ sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date [sudo] password for psd: P2.60 02/01/2016 *A* bug still exists, but it is not what I thought it was. The wakealarm is not being cleared when 16.04 starts. It is being cleared when 14.04 (and others) stop. "shutdown" preserves wakealarm (hence my MthyTV setup is working well) but "reboot", and I suspect "poweroff" clear the wakealarm, causing the apparent problem in 16.04 when I rebooted to test the new release. I suspect that "hpet" was just a co-incidence.
