This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

  Mouse Autoauthorize not working

Bug description:
  Binary package hint: bluez

  I have a Dell BT Travel Mouse (Bluetooth).  The mouse is not paired
  with my laptop.  I turn on the mouse then move it around and press its
  buttons.  Ubuntu pops up a dialog asking if it should connect and
  allows one to always grant this permission.  I check the box and
  accept the dialog but the mouse is not connected.  Instead, a few
  moments later, while moving the mouse and pressing its buttons, the
  same dialog pops up again...

  When I manually pair the mouse and the laptop all is well.  It just
  the automatic paring that is failing.
