Bug description:
SRU Justification:
Impact: This patch was errantly deemed appropriate for yakkety but is
not. Returning early might avoid side effects in zone_balanced() that
could change behavior.
Fix: Revert the patch.
Regression potential: This reverts us back to matching upstream, so no
regressions are expected.
