  Dell Inspiron 1420 without battery: processor.ignore_ppc does nothing

Bug description:
  I have a Dell Insprion 1420 (Core 2 Duo @ 1.8GHz), and the battery has
  recently died. Because of this, the CPUs have been downclocked to the
  minimum frequency, 800 MHz.

  I have tried the workaround described in bug #706089 (Frequency scaling 
doesn't work in current kernels) and on various pages around the web, namely, 
adding the processor.ignore_ppc=1 directive to grub. However, it does not have 
any effect: my CPUs are still running at 800 MHz. The bios limits 
(/system/cpu/cpu*/cpufreq/bios_limit) are set to 1801000, so that should not be 
a problem.
