Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.10 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".

Title:
  Live media lacks functioning driver for AMD Polaris GPUs, resulting in
  X failing to start and unusable text console

Status in linux package in Ubuntu:

Bug description:
  The text console flickers, and ignores most keyboard input.

  This can be worked around by adding nomodeset to the kernel command
  line, which will make X fall back on the VESA driver, with all the
  limitations inherent to that.

  The resulting installed system will have the same problem, which can
  alternately be worked around by installing linux-image-generic-
  hwe-16.04-edge, but this only partially fixes the problem. The Mesa
  radeonsi driver in Xenial is too old for these GPUs, so while
  modesetting and display configuration will now be functional, the
  system will still entirely lack graphics acceleration. The only
  workarounds I know of for this is to source a newer Mesa from a PPA or
  similar, or install AMD's proprietary drivers.
