kernel 4.8: Add support for the additional scheduling layer within the
kernel and util-linux.

v4.8 is in yakkety-proposed, currently under validation.

New upstream release of util-linux with additional drawer patches is not
available yet.

To add support for drawer listings. I shall check if these are trivially 
cherrypicable or not.
Change target to 17.04 where util-linux 2.29 is already included. Which 
completes the funtionallity
