I am using Ubuntu 16.04 with KDE Neon User Edition on a Lenovo T510.
The screen blinks periodically.  I describe it as a blink because it
seems to switch off and right back on very quickly, as if I had just
blinked by eyes.  At seemingly random times, the screen will go black
except for a tiny sliver of orange or yellow along the left edge, then
the machine loses power.

I have searched the logs and it seems that all logging just stops before
the power outage without actually logging anything useful.

This problem began shortly after I migrated from Kubuntu 14.04, so I
installed a 3.13.0 kernel from the Ubuntu 14.04 repository and the
problem went away.  I then tried a 4.1.38 kernel from
http://kernel.ubuntu.com/~kernel-ppa/mainline.  The 4.1 kernel is also
problem free and the most recent kernel I can run without the power
outages.

However, all of these kernels have the power outage issue:

4.4.0.
