Steps to reproduce:
1. Use Ubuntu 16.04 LTS.
2. Do apt-get upgrade
3. Get error

norbert@norbert-vaio:~$ sudo dpkg --configure -a
Setting up bluez (5.37-0ubuntu5.1) ...
insserv: Service dbus has to be enabled to start service bluetooth
insserv: exiting now!
update-rc.d: error: insserv rejected the script header
dpkg: error processing package bluez (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 bluez

Expected results:
* Bluetooth is working after apt-get upgrade. User is able to install other 
packages.

Actual results:
* Bluetooth is not working after apt-get upgrade. User is unable to install 
other packages.
