If it's any use, I booted with the 4.10.0-37 kernel again and run the intel 
Graphics Update 
Tool which reported this:
Checking if Intel graphics card available...
  • checking for i915 module in /sys/module
  • module NOT found, checking for upgraded variant(s)
  • no active i915 card detected, skipping driver update
Checking if Intel graphics card available... OK
Retrieving information from 01.org...
...

Note that the i915 module was not found. I run the rest of the intel
updater but it didn't install anything.


If I boot with the 4.10.0-35 kernel it says this;
Checking if Intel graphics card available...
  • checking for i915 module in /sys/module
  • i915 module found
Checking if Intel graphics card available... OK
Retrieving information from 01.org...
...

And with this -35 kernel the video is smooth and fast.

Bug description:
  After kernel upgrade from 4.10.0-35 to 4.10.0-37 Ubuntu 17.04 works extremely 
slow.
  The reason is that i915 driver is UNCLAIMED now.

  Error from Xorg logs is:
  [ 56749.198] (EE) /dev/dri/card0: failed to set DRM interface version 1.4: 
Permission denied

  Environment:
  Ubuntu 17.04
  Kernel 4.10.0-37
  Intel HD Graphics 520
  INTEL GRAPHICS UPDATE TOOL FOR LINUX* OS V2.0.6
