Title:
  TPM 1.2 Update Owned

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  budgie-desktop 10.4
  ubuntu 17.10 86_64
  kernel 4.13.0-30

  My laptop is a Dell XPS 15 9550

  In software center I have 2 updates

  TPM 1.2 Update 5.81.0.0 -> 5.81.2.1
  XPS 15 9550 Precision 5510 System Update 0.1.2.19 -> 0.1.6.1

  When installing the updates it prompts me to reboot which I do.
  In the bios, it attempts to update firmware which then gives me the following 
errors in separate prompts

  TPM is owned
  Firmware is not for this machine
