This bug was "fixed" by re-installing Ubuntu 16.04.3 (downloaded from ubuntu.com a few days ago).
The buttons did not work initially when I installed the original 16.04 LTS version released in April 2016, so I'm guessing that version of the kernel did not have that fix. The current version of the kernel used in 16.04.3 fixed this issue. So the bug should probably be with the upgrade mechanism of the kernel.
