I made a fresh install. The problem is gone. There were some other weird behaviors. So I made a fresh install. Which worked. It continues to work after updating the kernel.
I don't know what was wrong with the previous installation. The computer seems to be working well now. Thanks for the reply. I will look into testing the 4.16 kernel, but my time is limited.
