Title:
  18.04 installer would become failed in UEFI without Internet
  connection

Status in linux package in Ubuntu:

Bug description:
  Below iso use new Subiquity (not d-i) and it would be fail without
  correct internet connection in UEFI mode. After reboot it would show
  error of "No boot device, please reboot system with manual operaton"
  in Huawei server.

  This issue can be produce by KVM with UEFI too. It would report error
  for install log and after reboot it would give UEFI interactive shell.

  Both of them works fine if there are internet access to
  install/upgrade packages during installation.

  The used ISO was download from below link:
  http://releases.ubuntu.com/18.04/ubuntu-18.04-live-server-amd64.iso.
