Are you able to turn Bluetooth on again using:
  Settings > Bluetooth > (titlebar) = ON
?

It sounds like bug 1595695 is one of the problems.

The other issue with auto-disabling of Bluetooth may be related to bug
1302777 or bug 1688143.

  Bluetooth turns off automatically Ubuntu 18.04 LTS

Bug description:
  Whenever I start up my laptop and connect my JBL-speaker, the device
  stays connected. However, when I turn de speaker off, and try to
  reconnect to the speaker, the Bluetooth automatically turns off. I
  then need to restart my laptop and then only Bluetooth works again.
