  4.15.0-23-generic fails to PXE boot on PPC64

Bug description:
  The MAAS CI has a PPC64 machine which is failing to boot into the
  ephemeral environment. Petite boot loads and kexecs 4.15.0-23-generic
  from 4.4.27-openpower1 but 4.15 panics before the initrd is loaded.
