[Impact]
New Dell AIO platforms requires a driver that ​can communicate with the
scalar IC FW through UART interface to get and set the brightness level.
[Test]
Verified on some new Dell machines and confirmed it works.
[Fix]
Write a new driver to handle this task.

Low, it's a new driver for new interface.
