Did this issue return? Is it still happening sporadically?

I have exactly the same issue (I'm even getting the same usb bus/device
numbers). Sometimes it works fine first time. sometimes it fails until I
power cycles a few times until it eventually detects the hardware.
Unfortunately today I've restarted about a dozen times and it doesn't
work so I'm using an external keyboard/mouse (which uses a different
internal hub presumably). Unfortunately this doesn't appear to be a
kernel/ubuntu bug but a hardware issue on the Macbook. What's really
annoying is that the keyboard works in GRUB but fails to get initialized
by the kernel.

Time to find that Apple hardware geek on YouTube...

Bug description:
  The touchpad and keyboard of my Macbook are unresponsive in Ubuntu
  18.04. External USB devices are fine. At first it happened
  sporadically at boot or kicking in during operation, now it's a
  somewhat permanent state. In grub I can still use the keyboard, on the
  login screen not anymore.

  Apparently touchpad and keyboard are connected internally via USB?

  This happens with the current Ubuntu generic kernel (4.15.0-22) as
  well as vanilla upstream kernel 4.17. In fact, it happened already
  with Ubuntu 16.04 and whatever the recent kernel there was.
