in .profile or /etc/profile helps

It happened on moving from UBUNTU LTS 16.04 to UBUNTU LTS 18.04 (migration from 
one server to the other, not an upgrade of one server)

It is related to the "ls" command only, and not a generic UNIX kernel.
Seems to be a change in core-utils ls command

You should discuss to default to QUOTING_STYLE=literal on UBUNTU 16.04

  touch a=b
  results into file
  'a=b'
  NOTE: single quote (') is part of the filename
  This issue can be made with mkdir on directories as well as tar and other 
tools as well.
  As far as I could see, it is only with equal sign "=" and not with othter 
characters. However, I just checked a few.

  
  In UBUNTU 16.04LTS 
  touch a=b 
  results into file
  a=b

  I assume, that behaviour in UBUNTU 16.04 is correct.
