WORKAROUND: Changing /etc/default/grub from: GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to: GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi_backlight=vendor" save, sudo update-grub then restarting allowed brightness applet or keyboard Fn and Right or Left to change brightness.
