Unfortunately it looks like 'perf' is still missing in linux-tools-
common package:

I do see it in an AMD64 .deb file but it's not suitable for PPC64
naturally:

checked if the file is available on launchpad 
(https://launchpad.net/ubuntu/+source/linux) for Bionic Beaver proposed (main) 
at it's also absent there:
