I've tried 4.19-rc8 from mainline ppa - no change. This is on Ubuntu
18.10. Also happened on 18.04.

One small note though: On this USB 3.1 controller card, I have connected
a USB capture card, that works under v4l. If I use the capture card,
with say, Cheese or any webcam application, all works fine, it never
dies. Only when the card is not in use it does.

I've suspected some kind of power management issue, but power management
seems to be off:

$ cat /sys/bus/pci/devices/0000\:02\:00.0/power/control 
on

I'm not sure what event type 15 is, but perhaps the card expects a
response from the kernel, or some action when sending that event.
